Such works were undertaken, and are maintained on an\nongoing basis, by the OPW<\/p>\n\n\n\n<p><strong>Catchment Flood Risk\nAssessment and Management Study Or CFRAM Study: <\/strong>A study to assess and map\nthe existing and potential future flood hazard and risk from fluvial and\ncoastal waters, and to define objectives for the management of the identified\nrisks and prepare a Plan setting out a prioritised set of measures aimed at\nmeeting the defined objectives<strong>.<\/strong><\/p>\n\n\n\n<p><strong>Catchment Flood Risk\nAssessment and Management Study Or CFRAM Study:<\/strong> A study to assess and map\nthe existing and potential future flood hazard and risk from fluvial and\ncoastal waters, and to define objectives for the management of the identified\nrisks and prepare a Plan setting out a prioritised set of measures aimed at\nmeeting the defined objectives<\/p>\n\n\n\n<p><strong>Communities:<\/strong>\nCities, towns, villages or townlands where there are a collection of homes,\nbusinesses and other properties<\/p>\n\n\n\n<p><strong>Consequences:<\/strong> The\nimpacts of flooding, which may be direct (e.g., physical injury or damage to a\nproperty or monument), a disruption (e.g., loss of electricity supply or\nblockage of a road) or indirect (e.g., stress for affected people or loss of\nbusiness for affected commerce)<\/p>\n\n\n\n<p><strong>Drainage:<\/strong> Works\nto remove or facilitate the removal of surface or sub-surface water, e.g., from\nroads and urban areas through urban storm-water drainage systems, or from land\nthrough drainage channels or watercourses that have been deepened or increased\nin capacity.<\/p>\n\n\n\n<p><strong>Flood: <\/strong>The\ntemporary covering by water of land that is not normally covered by water.<\/p>\n\n\n\n<p><strong>Flood Extent: <\/strong>The\nextent of land that has been, or might be, flooded. Flood extent is often\nrepresented on a flood map.<\/p>\n\n\n\n<p><strong>Flood Hazard Map: <\/strong>A\nmap indicating areas of land that may be prone to flooding, referred to as a\nflood extent map, or a map indicating the depth, velocity or other aspect of\nflooding or flood waters for a given flood event. Flood hazard maps are\ntypically prepared for either a past event or for (a) potential future flood\nevent(s) of a given probability.<\/p>\n\n\n\n<p><strong>Flood Risk Management\nPlan (Plan): <\/strong>A Plan setting out a prioritised set of measures within a\nlong-term sustainable strategy aimed at achieving defined flood risk management\nobjectives. The Plan is developed at a River Basin (Unit of Management) scale,\nbut is focused on managing risk within the AFAs.<\/p>\n\n\n\n<p><strong>Flood Risk Map: <\/strong>A\nmap showing the potential risks associated with flooding. These maps may\nindicate a particular aspect of risk, taking into account the probability of\nflooding (e.g., annual average economic damages), but can also show the various\nreceptors that could be affected by floods of different probabilities.<\/p>\n\n\n\n<p><strong>Floodplain: <\/strong>The\narea of land adjacent to a river or coastal reach that is prone to periodic\nflooding from that river or the sea.<\/p>\n\n\n\n<p><strong>Floods Directive: <\/strong>The\nEU \u2018Floods\u2019 Directive [2007\/60\/EC] is the Directive that came into force in\nNovember 2007 requiring Member States to undertake a PFRA to identify Areas for\nFurther Assessment (AFAs), and then to prepare flood maps and Plans for these\nareas.<\/p>\n\n\n\n<p><strong>Fluvial: <\/strong>Riverine,\noften used in the context of fluvial flooding, i.e., flooding from rivers,\nstreams, etc.<\/p>\n\n\n\n<p><strong>Habitats Directive: <\/strong>The\nHabitats Directive [92\/43\/EEC] aims at securing biodiversity through the\nprovision of protection for animal and plant species and habitat types of European\nimportance.<\/p>\n\n\n\n<p><strong>Hazard: <\/strong>Something\nthat can cause harm or detrimental consequences. In this context, the hazard\nreferred to is flooding.<\/p>\n\n\n\n<p><strong>Hydraulics: <\/strong>The\nscience of the behaviour of fluids, often used in this context in relation to\nestimating the conveyance of flood water in river channels or structures (such\nas culverts) or overland to determine flood levels or extents.<\/p>\n\n\n\n<p><strong>Hydrology: <\/strong>The\nscience of the natural water cycle, often used in this context in relation to\nestimating the rate and volume of rainfall flowing off the land and of flood\nflows in rivers.<\/p>\n\n\n\n<p><strong>Hydrometric Area: <\/strong>Hydrological\ndivisions of land, generally large catchments or a conglomeration of small\ncatchments, and associated coastal areas. There are 40 Hydrometric Areas in the\nisland of Ireland.<\/p>\n\n\n\n<p><strong>Measure: <\/strong>A\nmeasure (when used in the context of a flood risk management measure) is a set\nof works, structural and \/ or non-structural, aimed at reducing or managing\nflood risk.<\/p>\n\n\n\n<p><strong>National CFRAM\nProgramme: <\/strong>The programme developed by the OPW to implement key aspects of\nthe EU \u2018Floods\u2019 Directive in Ireland, which included the CFRAM Studies, and\nbuilt on the findings of the PFRA.<\/p>\n\n\n\n<p><strong>Pluvial: <\/strong>Refers\nto rainfall, often used in the context of pluvial flooding, i.e., flooding\ncaused directly from heavy rainfall events (rather than over-flowing rivers).<\/p>\n\n\n\n<p><strong>Public Consultation\nDay Or PCD: <\/strong>A public and stakeholder consultation and engagement event\nadvertised in advance, where the project team displayed and presented material\n(e.g., flood maps, flood risk management options) at a venue within a\ncommunity, with staff available to explain and discuss the material, and where\nmembers of the community and other interested parties could provide local\ninformation and put forward their views.<\/p>\n\n\n\n<p><strong>Return Period: <\/strong>A\nterm that was used to describe the probability of a flood event, expressed as\nthe interval in the number of years that, on average over a long period of\ntime, a certain magnitude of flood would be expected to occur. This term has\nbeen replaced by \u2018Annual Exceedance Probability, as Return Period can be\nmisleading.<\/p>\n\n\n\n<p><strong>Risk: <\/strong>The\ncombination of the probability of flooding, and the consequences of a flood.<\/p>\n\n\n\n<p><strong>River Basin: <\/strong>An\narea of land (catchment) draining to a particular estuary or reach of\ncoastline.<\/p>\n\n\n\n<p><strong>Riverine: <\/strong>Related\nto a river.<\/p>\n\n\n\n<p><strong>Significant Risk: <\/strong>Flood\nrisk that is of particular concern nationally. The PFRA Main Report sets out\nhow significant risk was determined for the PFRA, and hence how Areas for\nFurther Assessment have been identified.<\/p>\n\n\n\n<p><strong>Standard of\nProtection Or SoP: <\/strong>The magnitude of flood, often defined by the annual\nprobability of that flood occurring being exceeded (the Annual Exceedance\nProbability, or &#8216;AEP&#8217;), that a measure \/ works is designed to protect the area\nat risk against.<\/p>\n\n\n\n<p><strong>Strategic Environmental\nAssessment Or SEA: <\/strong>An SEA is an environmental assessment of plans (such as\nthe Plans) and programmes to ensure a high level consideration of environmental\nissues in the plan preparation and adoption, and is a requirement provided for\nunder the SEA directive [2001\/42\/EC].<\/p>\n\n\n\n<p><strong>Surface Water:&nbsp; <\/strong>Water on the surface of the land. Often\nused to refer to ponding of rainfall unable to drain away or infiltrate into\nthe soil.<\/p>\n\n\n\n<p><strong>Survey Management\nProject: <\/strong>A project commissioned by the OPW in advance of the CFRAM Studies\nto specify and manage a large proportion of the survey work.<\/p>\n\n\n\n<p><strong>Sustainability: <\/strong>The\ncapacity to endure. Often used in an environmental context or in relation to\nclimate change, but with reference to actions people and society may take.<\/p>\n\n\n\n<p><strong>Tidal: <\/strong>Related to\nthe tides of the sea \/ oceans, often used in the context of tidal flooding,\ni.e., flooding caused from high sea or estuarine levels.<\/p>\n\n\n\n<p><strong>Topography: <\/strong>The\nshape of the land, e.g., where land rises or is flat.<\/p>\n\n\n\n<p><strong>Unit of Management Or\nUoM: <\/strong>A hydrological division of land defined for the purposes of the Floods\nDirective. One Plan has been prepared for each Unit of Management, which is\nreferred to within the Plan as a River Basin.<\/p>\n\n\n\n<p><strong>Vulnerability: <\/strong>The\npotential degree of damage to a receptor (see above), and\/or the degree of\nconsequences, that could arise in the event of a flood.<\/p>\n\n\n\n<p><strong>Water Framework\nDirective Or WFD: <\/strong>The Water Framework Directive [2000\/60\/EC] aims to\nprotect surface, transitional, coastal and ground waters to protect and enhance\nthe aquatic environment and ecosystems and promote sustainable use of water\nresources.<\/p>\n\n\n\n<p><strong>Waterbody: <\/strong>A term\nused in the Water Framework Directive (see below) to describe discrete section\nof rivers, lakes, estuaries, the sea, groundwater and other bodies of water<strong>.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Arterial Drainage Scheme: Works undertaken under the Arterial Drainage Act (1945) to improve the drainage of land.
