Donegal County Council as the Contracting Authority, in partnership with the Office of Public Works (OPW) are progressing the development of Flood Relief Schemes at various locations in County Donegal. This follows the completion of a Catchment Flood Risk Assessment and Management (CFRAM) Study.
The CFRAM Study and further analysis undertaken after the August 2017 floods, identified and mapped existing and future flood hazard and assessed the level of flood risk in Castlefinn. It also identified viable structural and non-structural options and measures for the effective and sustainable management of flood risk.
Much of this work is summarised in the North Western Flood Risk Management Plan (FRMP) including the Strategic Environmental and, as necessary, Habitats Directive (Appropriate) Assessment. The FRMP sets out the policies, strategies, measures and actions that should be pursued by the relevant bodies, including the OPW, Local Authorities and other Stakeholders, to achieve the most cost-effective and sustainable management of existing and potential future flood risk, taking account of environmental plans, objectives and legislative requirements and other statutory plans and requirements.

A Steering Group has been established between the OPW and Donegal County Council to progress a flood relief scheme to alleviate the risk of flooding for the community of Castlefinn.
RPS were appointed Engineering and Environmental Consultants, to develop a scheme that is technically, socially, environmentally and socially acceptable.
